From the Delaware Department of Transportation:
- RT 1 NB from exit 104 to exit 162 from 4:30a-6a will have rolling roadblocks
- I-95 NB between Christiana Mall (exit 4A) and Martin Luther King Jr. Boulevard will be closed from 6a-8a
- RT 1 NB at US 13 North (exit 156) will be closed from 6a-8a
- NB South Walnut will be closed from 12p-1p from Lovelace Avenue to Memorial Drive
- SB Market Street will be closed from 12p-1p from I-495 to Lovelace Avenue

The Memorial Service for Corporal Grade 1 Stephen J. Ballard will take place Friday at the Chase Center on the Riverfront in Wilmington.
- The public can pay their respects from 8:30am - 10:00am.
- Uniformed emergency personnel are invited to follow.
- Corporal Grade 1 Stephen J. Ballard's memorial service will begin around 11:00am.
- The burial will immediately follow at Gracelawn Memorial Park in New Castle (family and Delaware State Police personnel)
