A new study says Rehoboth's ocean has a  higher-than-recommended concentration of bacteria after heavy  rainstorms.  The report found that about six hours after a heavy  rainstorm, contaminants from the city's five stormwater outfalls flows  into the ocean.  Mayor Paul Kuhns says they are looking at improving  storm water drains and cleaning sand filters more often to address the  issue.
