A limited variety of fireworks are making a comeback in Delaware stores as the July 4th holiday nears. A bill signed into law in May allows ground-based, hand-held sparklers and certain other nonexplosive fireworks to be used in Delaware on July 4th and New Years Eve. The fireworks can only be sold to people 18 or older and vendors can only sell them 30 days prior to the two holidays.
